What is Support at Home

A new chapter in Home Care is on the horizon.

Starting 1 July 2025, the Australian Government is introducing the Support at Home (SAH) program to replace the Home Care Packages (HCP) program.

This change, driven by the Aged Care Act (2024), aims to improve home care accessibility for more seniors.

What are the changes?

  • Care is focused on three distinct categories; Clinical Care, Independence, and Everyday Living
  • Quarterly budgets replace annual budgets
  • New funding classifications, short-term supports and supplements are introduced
  • A mandatory 10% Care Management fee applies
  • Unspent funds are capped at $1,000 or 10%
  • Package Management fees end

New Participant Groups

There are 4 new Participant Groups introduced under the Support at Home program.

Depending on your Home Care Package assessment, approval or assignment status, you will be categorised into one of the following participant groups:
